Two questions that narrow it down
First, will you get in the water? If yes, you need a strong swimmer’s comfort with mask, snorkel and fins in open ocean, and a tour that offers water entries. If no, pick a boat with an observer option so you are not paying for a swim you will not take. Nobody gets a guaranteed swim: the guide decides on the day from whale behavior and sea state, and the rules allow no more than seven people in the water per boat, guide included.
Second, how many people do you want to share the boat with? The small-group listings cap guests at six, which means everyone who wants to swim can go in together. Larger boats split swimmers into rotations. One review of a bigger boat described 11 guests taken into the water in two turns.

Strong swimmers: Moorea Expedition or Moorea Moana
The Moorea Expedition whale swim is built around getting in the water, and the operator has run tours since 1984 (our breakdown). The Moorea Moana Tours swim costs more at $393 but includes a wetsuit in sizes XS to 4XL and hotel pickup, and a biologist on board decides when to enter the water (our breakdown). Non-swimmers: an observer option
The Enjoy Boat Tours trip sells four observer spots alongside six swim spots, so a non-swimmer can join a partner who swims (our breakdown). Staying on Tahiti

Morning is the usual choice. Trade winds tend to build during the day, so the open ocean is often calmer early, and a calmer sea makes both spotting and swimming easier. Legal whale watching hours are 7:30 a.m. to 5:30 p.m., and most operators run a morning and an afternoon trip inside that window. Enjoy Boat Tours, for example, starts at 8:00 a.m. and 1:30 p.m.
Group size can differ by slot. Ariki Tours keeps six on board in the morning, while in the afternoon it may take two extra guests and split them into two groups of up to six. The afternoon is a fine fallback when mornings are sold out. Whales are around all day, and no listing here claims better sightings at one time or the other.
